Preparation

Step 1
Cake With the rack in the middle position, preheat the oven to 350°F (180°C). Butter the sides of an 8-inch (20 cm) springform pan and line the bottom with parchment paper.
Step 2
In a bowl, combine the flour, cocoa powder, baking powder, baking soda and salt.
Step 3
In another bowl, whisk the eggs and sugar with an electric mixer until frothy. Gradually whisk in the oil. With the machine running on low speed, stir in the dry ingredients alternating with the milk. Stir in the boiling water. Spread the batter out in the prepared pan.
Step 4
Bake for 45 minutes or until a toothpick inserted in the centre of the cake comes out clean. Let cool. Unmould and let cool completely on a wire rack, about 2 hours.
Step 5
Frosting In a bowl, whisk together the butter and cocoa powder with an electric mixer. Add the icing sugar and milk. Whisk until the frosting is smooth and creamy, scraping down the bottom and sides of the bowl with a spatula as needed.
Step 6
Using a spatula, spread the icing over the top of the cake.
